This position is located in the Department of the Treasury, Bureau of the Fiscal Service, Deputy Commissioner of Accounting & Shared Services, Office of Shared Services (OSS), Employment Services Division (ESD), Classification & Enterprise Support Branch (CESB). The ESD is part of the Human Resource Line of Business (HRLOB) of the Bureau of the Fiscal Service and provides human capital operational and leadership support to a diverse federal customer base: cabinet-level, major agency component, as well as independent entities. Customers are located nation-wide, serve an employee population of well over 23,000 FTE, and have a widely varying range of pay plans, positions (title/series/grade), policies, bargaining unit agreements, and organizational missions. This position is located in Parkersburg, West Virginia.

### Responsibilities
As a Human Resources Specialist , you will:
The primary purpose of the position is to provide seasoned consultative services on the most difficult and complex issues being raised within both service lines supported, including but not limited to classification, customer position management program support, staffing, quality management, and accountability. The position serves a key staff role by providing authoritative interpretations on matters of wide-spread impact within the complexity of the shared services environment. The individual is recognized as a senior advisor by other senior HR staff and program managers, both internally as well as externally, due to involvement in department-level as well as government-wide work groups and activities.
The incumbent will;
Serve as a technical expert and consultant to management, staff and customers on controversial, complex and difficult Staffing or Classification problems or actions that require escalation beyond the Supervisory or Peer Reviewer levels; Such issues may require the development of unique or new approaches to legally address issues that cannot be resolved through more routine and accepted practices.
Lead and support Divisional Quality Management System efforts through quality control and quality assurance reviews of customer policy/programs, staffing or classification processes, and individual actions.
Lead special projects and/or studies of considerable scope and depth that impact the overall operation of the staffing, employment, classification and position management support functions.
Collaborate with management on strategic planning, workforce development and change management efforts required to implement project recommendations, operational/tactical priorities, or other requirements.

### Qualifications
You must meet the following requirements within 30 days after the closing date of this announcement.
Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following:
* Experience interpreting and applying guidelines and regulations to a) perform staffing and/or classification work, and b) identify areas of improvement and/or make recommendations to management; AND
* Experience communicating with both internal and external stakeholders to present findings, share information or defend positions that may influence operational or policy functions; AND
* Experience participating in or leading project teams that result in new processes, recommendations to management or input into workforce and strategic planning.
In addition to the above requirements, you must meet the following **time-in-grade requirement**, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
