This position is located within the Information and Security Services (ISS), Division of Infrastructure Management, Unified Communications Branch in Parkersburg, WV. ISS delivers and promotes valuable information management solutions that advance business goals and objectives. ISS also ensures the security, safety, and integrity of Fiscal Service people, facilities, and information assets.

### Responsibilities
As a **Lead** **IT Specialist (NETWORK)**, you will:
* Provide technical guidance and instruction to lower graded IT Specialists, assist the Manager in the development of personnel within the Branch; also provide technical guidance and instruction to IT personnel, contractors, and user representatives engaged in various phases of projects to which assigned.
* Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
* Serve as Fiscal Service's expert regarding the Bureau's Unified Communications infrastructure, and as such, interface with Fiscal service, Treasury, Federal Reserve, and franchise customer personnel on matters relating to this area.
* Provide programming support for Fiscal Service's telephony and collaboration communications hardware and software such as the Communications Manager, call accounting server, call management system, call routing software, system manager, session border controller, workforce optimization suite of tools, voice mail server, Web and Audio conferencing servers, Telepresence Management System, Telepresence Video Communications Server (both controller and expressway), wallboard and display server, and telephony and video monitoring application.
* Assist Manager in the development of budget forecasts, security plans, contingency plans, and IT initiatives in the field of Telephony.

### Qualifications
You must meet the following requirements within 30 days after the closing date of this announcement.
**Specialized experience:**For the **GS-13**, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the **GS-12**grade level in the Federal service. Specialized experience for this position includes:
* Experience in the technical planning, engineering, deployment, and support of IT systems; AND
* Experience as an administrator over IT systems or devices including servers, telephony, networking devices or video conferencing systems.
In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.
In addition to the above requirements, you must meet the following **time-in-grade requirement**, if applicable:
For the **GS-13**, you must have been at the **GS-12**level for 52 weeks.
